Colombia has implemented new regulations to enhance transparency in lottery draws by introducing certified random number generation (RNG) software and live streaming. The National Council of Games of Chance and Luck (Coljuegos) has approved these measures under Agreement 802 of 2025, allowing gaming operators to use RNGs alongside traditional lottery drums. Additionally, all draws must now be broadcast live on both digital and analog platforms.
Marco Emilio Hincapié Ramírez, President of Coljuegos, emphasized that this initiative is designed to modernize the industry, improve transparency, and increase revenue for public health funding. RNGs employ algorithms to ensure fair and unpredictable outcomes, enabling operators to conduct more draws each year. While traditional methods remain an option, operators are encouraged to integrate RNGs and stream draws on websites, social media, and television.
This move is part of Colombia’s comprehensive strategy to enhance the gaming sector, with a strong emphasis on cybersecurity and transparency. In 2024, the gaming industry contributed $320.381 billion to subsidized health funds, marking a 4% increase from the previous year.
